CBIES established the Chengyi Foundation with a single operating principle: every year, the Foundation selects one primary school and delivers a full package of support, financial, infrastructural, and material. There is no application process for schools to navigate, no bureaucratic layers between decision and delivery. The Foundation identifies and acts.

Rather than spreading resources thinly across multiple institutions, the Foundation concentrates its efforts on one school at a time, ensuring that the impact is tangible and measurable. The annual cadence also means that the Foundation accumulates institutional experience with each cycle. In 2026, the Foundation selected Xi Leng Shui Primary School in Xingtai, Hebei Province. As with every school in the program, the Foundation brought three forms of support to the partnership.
